Dean Spears is a development and health economist who studies the human capital of children in poor countries, especially India, and decision-making by and about poor people. Dean splits his time between Sitapur in Uttar Pradesh and Delhi, where he is a visiting economist at the Centre for Development Economics at the Delhi School of Economics. Dean is executive director of r.i.c.e., a research and advocacy organization in India online at www.riceinstitute.org, and has a Ph.D. in economics from Princeton University and an M.P.A. from the Woodrow Wilson School.
