Deborah Kaplan has served as the Assistant Commissioner of theBureau of Maternal, Infant and Reproductive Health(link is external) at the New York City Department of Health and Mental Hygiene since 2003. The Bureau is dedicated to improving and reducing inequities in maternal, infant and reproductive health outcomes through program, policy and research activities that support breastfeeding, safe sleep, early childhood development, and sexual and reproductive justice including education and access to quality contraceptive services.  Dr. Kaplan has over thirty years public health experience in clinical care, health education, program and policy development, and program leadership. In 2008, in recognition of her role in shaping public policy in New York State, she was the recipient of the Shirley Gordon Public Policy Leadership Award from the Family Planning Advocates of New York State(link is external). She currently serves on the Board of Directors of CityMatCH, the National Organization of Urban MCH Leaders. Dr. Kaplan received her training as a Physician Assistant at Johns Hopkins University, holds a Masters in Public Health from Hunter College, and a Doctor in Public Health from the City University of New York School of Public Health. Her doctoral research was on “The Contribution of School Level Factors to Contraceptive Use among Adolescents in NYC Public High Schools.”
