Navarro served as the national co-chair of the Hispanic Advisory Council for the 2008 presidential campaign of Sen. John McCain, R-Arizona. She also served as national Hispanic co-chair for the 2012 presidential campaign of Gov. Jon Huntsman, R-Utah. In 1998, Navarro was director of immigration policy in the Executive Office of the Governor for Gov. Jeb Bush, R-Florida. Born in Nicaragua, Navarro was special advisor to the government of Nicaragua in 1997 and advocated for the Nicaraguan Adjustment and Central American Relief Act. In 2001, she was Ambassador to the United Nations Commission on Human Rights in Geneva, Switzerland, where she was part of the effort to condemn the Cuban government for human rights violations.
